What Role Do Phenols Play in Thermal Paper?

Standard thermal paper works without ink or ribbons. Instead, it relies on a heat-sensitive coating that darkens when it passes under a printer's thermal print head. For decades, that coating has depended on phenol-based developer chemicals, most commonly BPA (bisphenol A) and, more recently, BPS (bisphenol S) as manufacturers moved away from BPA. These compounds react to heat and allow text and barcodes to appear clearly on the paper.
The catch is that BPA and BPS are also classified as chemicals of concern by various regulatory bodies due to potential health and environmental effects.
What Makes Paper "Phenol-Free"?
Phenol-free thermal paper is manufactured using alternative heat-activated coatings that don't contain BPA, BPS, or other bisphenol compounds. Rather than swapping one phenol for another, phenol-free formulations use non-phenol developer systems entirely, so there are no intentionally added phenols in the finished product.
Where Is Phenol-Free Paper Becoming a Requirement?
Regulatory pressure is the main force behind the shift to phenol-free paper. Washington State is set to prohibit the sale and use of BPA and BPS in thermal receipt paper starting January 1, 2026, effectively making phenol-free paper mandatory for businesses operating there.
California's Proposition 65 similarly lists BPS as a chemical requiring warning labels, prompting many retailers to switch to phenol-free stock rather than deal with labeling requirements.
Why Businesses Are Making the Switch Early
Even outside states with active mandates, many businesses are moving to phenol-free paper proactively. It reduces employee and customer exposure to bisphenol compounds, since receipt paper is handled constantly at checkout counters.
It also future-proofs purchasing against regulatory changes, avoids potential warning-label requirements, and supports sustainability goals thanks to its recyclability. Because phenol-free rolls are designed to work with standard thermal printers, the switch typically doesn't require new hardware or software changes.
Choosing the Right Phenol-Free Paper
Not all phenol-free paper is created equal. Print quality, image durability, and roll consistency can vary between manufacturers, so it is worth sourcing from a supplier that uses certified non-phenol paper grades rather than paper simply marketed as "eco-friendly."
